AdsCard is a Russian-language-first virtual card service for media buyers and affiliate teams, running since 2020 on a single shared balance: cards draw on the account balance instead of being funded one by one, and the commission is taken when a payment goes through rather than on deposit. Registration is self-serve and needs no documents, but it is closed to US persons by a declaration checkbox, and the terms that matter — fee cuts, API access, higher payment limits, withdrawals — are negotiated with a manager rather than published. Alongside the ad cards the service sells a marketplace of pre-verified ad accounts with cards already attached, a mass-payout module and a separate shopping-card product.

In its favour

  • One shared balance funds every ad card, so money is not stranded card by card; the homepage pricing block states 0% maintenance and 0% top-up for USDT deposits.
  • The transaction-fee ladder is published in the FAQ rather than quoted by a manager: 4% standard, 3.5% at $100-300k monthly turnover, 3% above $300k.
  • 3DS codes are read inside the dashboard on the cards tab, and the four-digit Meta and Google verification codes appear in the card statement under the Merchant column, so no personal SIM is involved.
  • No document check: the FAQ states there is no mandatory verification or KYC, and registration asks only for a name, e-mail, password and Telegram handle.
  • The team layer is described concretely — the inviting account becomes admin and sees every member's balance, cards, statistics and statements, can credit and debit them, card groups are unlimited, and statements export to XLS and CSV.
  • The domain was registered in October 2020 and is renewed through 2030, with visible 2026 activity in conference sponsorships and new BIN and IBAN releases, so the "operating since 2020" claim holds up.

  • Withdrawals are locked for 14-30 days after the last transaction, are approved only through a manager, and the FAQ reserves the right to set the refund term and amount unilaterally if the account's decline rate was "systematically violated".
  • Partnerkin reviewers report an account blocked without warning with a balance on it, and a second describes commissions charged on payments that failed at AdsCard's own bank plus a refusal to withdraw with funds stuck for 20 days; further reviews there describe delayed deposit crediting and card-issuing failures.
  • No legal entity, licence or issuing bank is named anywhere on the site, the domain sits behind Cloudflare WHOIS privacy, and the full terms of use are only visible inside a logged-in profile; the English site also serves its FAQ in Russian.
  • The FAQ twice reserves the right to block an account without warning if the e-mail or Telegram handle is judged to be incorrect.
  • Default payment caps constrain launches: a single payment must be under $2,500 and within 75% of the account balance unless a manager raises the limit, and the provider states outright that it cannot influence holds, which "usually" finalise within a month.
  • A new account starts with three BINs and one card, users without history cannot even freeze their own cards until the provider sees "positive payment dynamics", and the 3.5% and 3% rates require $100k and $300k of monthly turnover.
  • The review corpus is incentivised: one Partnerkin reviewer states the head of support asked for the review, every high-scoring review page found carries referral links and free-card promo codes, no Trustpilot profile exists, and the Russian ONF moshelovka blacklist carries one complaint against adscard.net from May 2025.
  • The terms of use accepted at registration price the mistake: a payment the service judges non-permitted can be fined up to five times its amount and never less than a $100 administrative fee, or the account can be blocked permanently with no refund of the balance — yet the list of permitted payments is shown only inside the dashboard, and the same document bans payments to advertising networks and products in 35 countries, among them Russia, Ukraine, Turkey, India and Egypt.

The homepage "Transparent Pricing" block publishes four numbers: 0% maintenance, 0% top-up, 4% per transaction, 3% for mass payments. The FAQ adds the turnover ladder — 4% as standard, 3.5% at $100-300k a month, 3% above $300k — so a new account pays 4% and the lower rates are a volume commitment. The minimum deposit is $100 for USDT (TRC20 or ERC20) and for Capitalist, credited automatically in 10-15 minutes; the bank-transfer route is only reviewed from $5,000, takes one to two business days and requires the applicant to have an active legal entity. Card issuance is not priced on the public site at all: /media advertises "as low as $1 for active users", the $2.50 standard price appears only in affiliate reviews, and the FAQ says prices are shown per BIN inside the dashboard — so issuance is left unpublished here. Nothing about declined payments is published either; the "zero decline fee" figure comes from third-party catalogues, while a Partnerkin reviewer reports commissions charged on payments that failed at the provider's own bank. The 0% top-up covers USDT into the account balance only: the separate shopping-card product is charged 4% to load a card (3.5% once monthly spend reaches $50,000 and cancellations stay under 15%), and a 2.5% Capitalist fee is quoted by review sites but not by the provider. No FX rate is published — accounts exist in USD, EUR and GBP and other currencies are converted at unstated internal rates.

5 places where the provider's own pages disagree with each other. Nothing here is our judgement — each line quotes both sides.

  • The /media landing promises "Unlimited Issuance — from 10 to over 1,000 in just a few clicks", while the FAQ states that a new account gets three BINs and one card until its decline-rate statistics justify a raise.
  • The /media landing advertises card issuance "as low as $1 for active users", but no standard issuance price appears anywhere on the public site — the FAQ says prices are shown per BIN only inside the dashboard, and the $2.50 figure circulates solely through affiliate reviews.
  • The homepage pricing block states a 0% top-up fee, while the FAQ for the separate shopping-card product describes a 4% card-loading fee that can be reduced to 3.5%.
  • A "Zero Fees for Declined Transactions — we do not penalize you for failed payment attempts" promise was recorded from the /media landing but could not be found again anywhere on adscard.net or ru.adscard.net, including the full FAQ text, where the entry on cancelled payments explains why a payment fails and never says the attempt is free — and a Partnerkin reviewer reports commissions charged on payments that failed at the provider's own bank.
