It is listed here because it is documented, not because it is usable: KYCnot.me has flagged it as a scam with evidence of unresolved harm, and there are user reports of funded accounts that never produced a card.

Whether to take Satsrefill
Do not use it. The pricing is legible and the no-FX policy would be attractive, but KYCnot.me has moved the listing to VERIFICATION_FAILED with evidence of unresolved harm, Bitcointalk carries a scam thread with a member reporting lost funds, and the one public review says the card never appears after the deposit does. The record exists so the name resolves to a warning rather than to the operator's own homepage.
In its favour
- The fee page is unambiguous about the two charges it does make, and one of them is genuinely unusual: no FX fee at all, with conversion left at the Mastercard rate
- Email is the whole signup, with no documents and no verification step
- Ten currencies including Monero, so the funding leg can be private
- 3-D Secure is enrolled on new cards and the code is shown in the dashboard, which is what lets the card survive a 3DS-only checkout

- KYCnot.me flags the service as a scam and moved it to VERIFICATION_FAILED: "We have evidence of serious, unresolved harm to users. Do not use it."
- A Bitcointalk thread titled "Satsrefill.com SCAM" carries a negative trust rating and a member reporting lost funds, with a warning posted two days after the service's own announcement thread went up
- The one review on Cryptwerk alleges the card cannot be created after the account is funded and that no support channel answers
- KYCnot.me simultaneously marks the listing as archived — "no longer exists or ceased operations" — while the site and its FAQ are still served

One charge, applied when the card is created: a flat $10 on any load under $100, or 6% on anything above it. That makes the effective rate wildly uneven — 100% on a $10 card, 10% on a $100 card, 6% above it. Nothing is charged afterwards: no per-payment fee, and no FX fee, with foreign currency converted at Mastercard's own rate. No monthly fee is stated anywhere, which is not the same as none being charged, so it is left blank here. The card takes a single load of $10 to $5,000 and cannot be reloaded; there is no ATM access and no mobile wallet.

The other flaws
- A competitor's comparison page states the service appears to have lost access to its Visa and Mastercard supply; the operator has published nothing to the contrary
- The card cannot be reloaded: one load of $10–$5,000 and that is the card's whole life
- Under $100 the charge is a flat $10, which on a $10 card is 100% of the value
- The site contradicts itself on the network: the page title says "Anonymous Crypto Visa Debit Cards" while every answer in the FAQ says Mastercard
- No Apple Pay or Google Pay, no ATM, online only
- Gift cards have been advertised as "coming soon" without shipping, and the terms page has read "UPDATING" with no content behind it
- No operating entity, jurisdiction or issuing partner is named anywhere; the footer says only "Satsrefill licensed banking partners"
