A Hong Kong USDT card with an unusually specific fee table — 1% in, nothing on dollars, 1.2% on foreign currency — wrapped in a marketing site that advertises a $500 million insurance policy, six certifications, six million users and three customers who do not appear to exist.

Whether to take UstarPay

Do not fund this beyond what you can afford to lose, and probably do not fund it at all. The fee table is real and specific, and the restricted-country list is more honest than most — but the same site claims a $500 million Lloyd's policy, six security certifications, six million users and ten billion dollars a year against ten downloads on Google Play, publishes a premium card tier that cannot be obtained, and runs a "live metrics" panel on hardcoded numbers. When a company is this loose with the claims you can check, the claims you cannot check are worth nothing.

  • Three customer testimonials are attributed to job titles at companies that cannot be found — "Head of Payments, TechFlow", "CEO, CryptoMart", "DeFi Architect"
  • The claimed scale is contradicted by the app stores by three orders of magnitude: the site advertises six million users and ten billion dollars in annual payments while Google Play shows 10+ downloads and the Hong Kong App Store shows three ratings
  • A "Signature Black" tier with 5% cashback, airport lounge access and a metal build is advertised and does not exist as an obtainable product

The transaction side is priced and the entry side is not. Moving USDT onto the card costs 1%; a dollar purchase costs nothing; foreign currency adds 1.2%, though that figure is stated three different ways across UstarPay's own pages. Cash is quoted at 1.9% plus the 1.2% when the currency is not dollars — but that rate applies to a physical card UstarPay has not shipped, so today it prices nothing. The issuance fee is not published at all, despite the company's own promotions implying one exists, and neither is any monthly fee or any spending limit. Eighty countries and regions are excluded, including the United States, China, Turkey, Russia and South Africa.

  • The FX fee is stated three different ways across UstarPay's own surfaces
  • The issuance price is not published — the company's own giveaway implies one exists, but you cannot learn it before handing over identity documents
  • The card is virtual only; the ATM rate is published for a physical card that has not shipped
  • USDT only, and no deposit network list is published
  • The blocked list runs to eighty entries and includes the United States, China, Turkey, Russia, Ukraine, South Africa and Israel
  • The jurisdiction is unclear: the iOS developer is a Hong Kong entity while other pages point elsewhere
